President

Founding and current President of the Black Sea House Association since July 2017. He is an expert in Black Sea geopolitics and a specialist in international relations in the former Soviet space. Since March 2026, he has been a member of the Strategic Reflection Group "Romania in the European Union" (RUE) of the Presidential Administration. Since 2024, he has been an expert at the Platform for Regional and Black Sea Security Studies "Euxglob". From November 2020 to April 2023, he was International Relations and Culture Advisor to the Mayor of Constanța, and since April 2024, he has been International Relations Advisor at the Chamber of Deputies. Former university lecturer at Andrei Șaguna University of Constanța, Faculty of Communication Sciences and Political Sciences (where he taught courses in the curricular areas of "Communication" and "International Relations"). Political analyst, former diplomat (with diplomatic missions carried out in the Ministry of Foreign Affairs of Romania – at the Romanian Embassy in Moscow, the Romanian Consulate General in Chernivtsi, and the Romanian Embassy in Sarajevo, including in leadership positions: Consul General ad interim - Chernivtsi, Deputy Head of Mission - Sarajevo), journalist/publicist. Holds the diplomatic rank of Minister-Counsellor. He has had a PhD in Philology since 2012, with a dissertation on the literary language of Constantin Noica.

Published works include: “Noica. The Battle Continues” (2013), “Figures of the Ancient Text” (2016), “The Revenge of the Barbarians. 2000 Years Without Ovid in Tomis” (2017), "Captives at the Hybrid Pontus" (2020), and “The Black Sea in Search of the Lost Hegemon” (2023). He has authored over 200 works and articles in specialised journals in Romania and abroad. He has also contributed to university courses and thematic programs in public relations and the history and discourse of the Romanian press, and has received national awards for essay and literary criticism. 

Currently, he periodically publishes articles and studies on geopolitics and cultural studies in the national press (especially www.centrulpolitic.ro, www.contributors.ro, and www.spotmedia.ro), as well as in the local press and various specialised publications. He is a member of the Editorial Board of the publication "Glasul Bucovinei" (published by the Romanian Cultural Institute), and a former columnist for the cultural magazine "OltArt" from Slatina. His main interests are related to geopolitics, political studies, local history, foreign policy, essay writing, cultural studies, and cultural history. Geopolitical areas of expertise: foreign policy, international relations, Black Sea geopolitics, public diplomacy, and national and international security. He is married and has three children.
