NSDC submitted the National Security and Defense Strategy "Security of a Human - Security of a Country" for approval by the President

The meeting of the National Security and Defense Council of Ukraine from February was held under the chairmanship of President of Ukraine Volodymyr Zelenskyy. In the framework of the meeting, the National Security and Defense Strategy "Security of a Human - Security of a Country" was approved.

As a result of the meeting, the NSDC approved the draft Strategy and submitted it for approval by the President.

During a meeting, Secretary of the National Security and Defense Council Oleksiy Danilov said that the key aspects of the Strategy were human security and security of a country.

"For the first time, the document focuses on the person's life, health, honor, dignity, integrity and security," he said.

According to Oleksiy Danilov, the Strategy stipulates that the highest priority and the main task of the state was to establish peace as a prerequisite of the country's development. But this should not happen at the cost of losing sovereignty and our territories.

The strategy is based on three main principles of state policy in the field of national security: deterrence (development of defense and security capabilities to prevent armed aggression against Ukraine), resilience (ability of society and the state to quickly adapt to changes in the security environment and adhere to a sustainable functioning through minimization of external vulnerabilities), interaction (development of strategic relations with key foreign partners, first of all with NATO, EU and USA).

The Secretary of the National Security and Defense Council also informed that the priorities of national interests were the following: defending the independence and state sovereignty; restoration of territorial integrity within the internationally recognized borders of Ukraine; social development, first of all human capital; protection of the rights, freedoms and legitimate interests of Ukrainian citizens; European and Euro-Atlantic integration.

At the same time, Oleksiy Danilov stressed that the Strategy was a declaration, the approval of which would be the basis for the development of other strategic planning documents in the field of national security and defense, which would determine the ways and tools for their implementation.

"The ultimate goal of the Strategy is to establish a free, prosperous, safe country where the rule of law prevails, where everyone has the right to fulfil oneself, where people breathe clean air, drink clean water, where the future of children and grandchildren is associated with this country," he said.

Oleksiy Danilov noted that the EU advisory mission to reform the civil security sector of Ukraine (EUAM) sent a letter approving the proposed draft Strategy.

The meeting of the National Security and Defense Council from January was held under the chairmanship of President Volodymyr Zelenskyy. The participants discussed the National Security Strategy of Ukraine “Security of a Person - Security of a Country”.

The Head of State noted that the meeting is advisory so that all NSDC members can express their opinions, comments and suggestions on the future document.

“I heard there are many different remarks. We have met now, we can discuss this Strategy after the NSDC Secretary presents it,” Volodymyr Zelenskyy said at the beginning of the meeting.

The President suggested that all participants of the meeting elaborate the draft strategy within a week and submit their proposals.

"And then we'll meet and approve the document," he added.

NSDC Secretary Oleksiy Danilov said that the draft National Security Strategy of Ukraine was developed in accordance with Article 26 of the Law on National Security of Ukraine. The document was based on the presidential election program, which was supported by the vast majority of the country's population. The National Institute for Strategic Studies, government bodies, civil society institutions, as well as foreign experts were involved in the preparation of the project.

Oleksiy Danilov emphasized that the key aspects of the Strategy are a person, human life, health, honor, dignity, integrity and security. The ultimate goal of its realization is to promote a free, prosperous, safe, law-abiding country where everyone can exercise their talents and abilities.

"The strategy will be the basis for the development of other strategic planning documents in the fields of national security and defense that will determine the ways and instruments of their provision," the NSDC Secretary said.

According to Oleksiy Danilov, in particular, it is a human development strategy, a military security strategy, a public security and civil defense strategy, a strategy for the development of defense-industrial complex, an economic, environmental, information security strategy, a cybersecurity strategy, a national intelligence program, a foreign policy security strategy, national security strategy, counter-intelligence and counter-terrorism, etc.

Director of the National Institute for Strategic Studies Oleksandr Lytvynenko said that the draft Strategy had been elaborated by an appropriate working group and presented, in particular, at NATO Headquarters in Brussels last December, where it received a commendable evaluation.

It is proposed to base its activities on three main principles: the development of defense and security capabilities that would prevent armed aggression against Ukraine by increasing the price of that aggression; the ability of society and the state to respond swiftly and adequately to changing security environment and to maintain sustainable functioning of their basic mechanisms; development of strategic relations with key foreign partners, first of all with the European Union and EU Member States, NATO, USA, pragmatic cooperation with other countries and international organizations based on the national interests of Ukraine.

The priority areas of national security policy in the draft Strategy are ensuring independence and state sovereignty, social development, first of all development of human capital, protection of rights, freedoms and legitimate interests of Ukrainian citizens, European and Euro-Atlantic integration (creation of necessary conditions for full membership in the EU and NATO), restoration of territorial integrity within the internationally recognized borders of Ukraine.

The realization of these priorities will be ensured through the restoration of peace and state sovereignty in the temporarily occupied territories of Donetsk and Luhansk regions, implementation of the complex of international legal, political, diplomatic, security, humanitarian and economic measures "Crimea is Ukraine". It is also proposed to take measures to reduce the likelihood of escalation of the conflict with the Russian Federation and tension in bilateral relations.
