Relevanța, rezultatele estimate și programul Summitului Informal al șefilor de stat și de guvern din Uniunea Europeană – Sibiu, 09.05.2019
1. La Summitul informal al Consiliului European de la Sibiu (Reuniunea informală a șefilor de stat sau de guvern din UE), care va avea loc la 9 mai a.c., va fi adoptată o Declarație politică, intitulată “Declarația de la Sibiu”.
2. În afara celebrei Declarații politice așteptate a fi adoptată cu această ocazie de către șefii de stat și de guvern participanți la Summit, va fi discutată, negociată și formulată o schiță a documentului strategic care va conține principalele domenii și obiective ale Uniunii Europene în perioada 2019-2024, AGENDA STRATEGICĂ A UNIUNIII EUROPENE PENTRU PERIOADA 2019-2024 (2019-2024 EU Strategic Agenda).
Schița de lucru pe care a propus-o pentru discuții președintele Consiliului European Donald Tusk șefilor de stat și de guvern și care va fi analizată de către aceștia la Summitul de la Sibiu figurează la linkul următor:
În esență, această schiță conține patru direcții/domenii prioritare: Protecting citizens and freedoms (Europe should be a place where people feel free and safe. We need to defend our peoples' rights and freedoms, and make sure we can protect them from existing risks and emerging threats); Developing our economic base: the European model for the future (A strong economic base is of key importance for Europe’s prosperity and competitiveness, and for its role on the global stage. This should be achieved through an integrated approach addressing the current and emerging global, technological, security and sustainability challenges, and connecting all relevant policies and dimensions); Building a greener, fairer and more inclusive future (Europe should remain a model of inclusion and sustainability, embracing the changes brought about by the green transition, technological evolutions and globalisation while making sure we leave no-one behind); Promoting Europe's interests and values in the world (Only united can we help shape our immediate neighbourhood and the global environment to the benefit of Europeans. In a more uncertain world, we need to be more assertive and effective in defending our interests while standing up for the rules-based multilateral order).
Documentul respectiv (schița Agendei Strategice) va fi discutat la Sibiu în cadrul Summitului informal, iar pe baza discuțiilor va fi elaborat, la începutul lunii iunie 2019, un prim proiect al Agendei Strategice. Proiectul respectiv va fi propus ulterior spre negociere și adoptare și, foarte probabil, va fi adoptat (într-o formă finală care va reieși din negocieri) la reuniunea Consiliului European din iunie 2019.
Spre comparație, Agenda actuală (2014-2019), care a fost convenită în iunie 2014 de către Consiliul European, se axează pe cinci domenii prioritare: locuri de muncă, creștere economică și competitivitate; autonomizarea și protejarea cetățenilor; politicile privind energia și clima; libertate, securitate și justiție; UE ca actor mondial puternic.
Puncte importante de pe ordinea de zi a Summitului Informal
La Consiliul European informal, care va avea loc în România, la Sibiu, în data de 9 mai 2019, vor participa șefii de stat sau de guvern din UE.
Summitul va fi găzduit de Klaus Iohannis, președintele României, statul care deține în prezent președinția Consiliului. Președintele Consiliului European, Donald Tusk, va prezida reuniunea. De asemenea, vor fi prezenți președintele Comisiei Europene, Jean-Claude Juncker, și președintele Parlamentului European, Antonio Tajani.
Liderii UE vor discuta despre următoarea agendă strategică a UE pentru perioada 2019-2024. Aceștia vor schimba opinii cu privire la provocările și prioritățile UE în perspectiva următorilor ani.

We will gather in Sibiu on Europe Day to discuss strategic plans for the Union in the years ahead. In this context I will propose we adopt the Sibiu Declaration, sending a message of unity and confidence in our joint actions. I enclose an outline of the Strategic Agenda for the next five years. Following the discussions in Sibiu we will formulate the 2019-2024 EU Strategic Agenda, to be adopted at the European Council in June.
As for the running order, we will meet at Sibiu City Hall at 12.30, beginning with the traditional exchange of views with European Parliament President Tajani, followed by a family photo on the beautiful Piaţa Mare Square (weather permitting). We will then meet at Brukenthal Palace for a working lunch dedicated to Europe's place in the world. For the afternoon working session we will return to Sibiu City Hall, where we will discuss internal challenges facing our Union. I expect us to finish by 18.00.
Informal Summit of Heads of State or Government of the European Union

In the context of the Romanian Presidency of the Council of the European Union, the Informal Summit of Heads of State or Government of the European Union reunion will take place on May 9, 2019, in Sibiu. The event will be held at the City Hall of Sibiu.
The high-level meeting will be hosted by Klaus Werner Iohannis, President of Romania, the member state currently holding the Presidency of the Council of the European Union. The reunion will be chaired by Donald Tusk, President of the European Council.
The Informal Summit in Sibiu will be attended by the Heads of State or Government of the European Union, the President of the European Commission, Jean-Claude Juncker, and the President of the European Parliament, Antonio Tajani.
